This is campaign development material for Middle-earth Role Playing (2nd ed.), but set far to the east on the continent ,instead of in the lands covered in detail by Tolkien's original writings. The material indicates it is intended to expand up on the easterly materials already produced by MERP's publishers on and "about 20 concrete references [in Tolkien's original material] to the Utter East, at least geographically, noted in various compendiums". It is not rules/stats, but fictional history,  anthropology, and politics, so should be adaptable to any of the later Middle-earth RPGs. Overall, this appears to be the typescript of a presentation of some kind, perhaps at a con, and concludes with a synopsis of Q&A from other participants.

PS: The author name is unclear (the file metadata just has "Administrator"), though some text toward the end indicates it was written by someone who was writing for and being edited by Iron Crown Enterprises (the MERP publisher) and Elan Merchandising (the parent company with the Tolkien copyrights in that era).
